Clean Water State Revolving Fund (CWSRF)Construction InformationThe Construction Inspection Group (CIG) is the field representative for the Construction Grants and Loans Section (CG&L) of the NC Department of Natural and Environmental Resources (DENR). The CIG's involvement in funded projects begins once the construction contract is awarded. The primary roles of the CIG include participation in the preconstruction conference, conducting periodic inspections, reviewing change orders and confirming construction is proceeding in accordance with approved plans and specifications. Further, the CIG will offer advice and assistance to the loan or grant Recipient with respect to State funds. Click on the links herein for more information. Preconstruction Conference Before beginning construction of any CG&L funded projects, the CIG should be invited to participate in a preconstruction conference with the Recipient, Engineer, contractor and others present, as appropriate. The main purpose is to inform the attendees of the CIG's role in the construction phase of the project, including CG&L's inspection responsibilities, change order procedures, and to discuss environmental regulations administered by DENR which could affect construction of the project. An OSHA Safety Standards Officer should also be invited to the preconstruction conference by the Recipient to address safety issues. Interim Inspections The Construction Inspection Group of the Construction Grants and Loans Section will make periodic inspections of funded projects at least quarterly, or more often depending on the size, complexity, and status of the project. Inspections will cover both loan administration and construction aspects of the project. Inspections will usually be performed in conjunction with monthly progress meetings. Unannounced inspections may also be conducted. During inspections at the job site the CIG will usually review for the presence and completeness of documentation including: shop drawings, submittals, inspector's field reports, as-built drawings, revised construction schedules, records of testing of materials and equipment, and discuss pending or executed change orders. It is strongly recommended that all equipment and materials on the job site are properly stored, stockpiled, and protected. Safe working conditions should also be maintained at all times. Results of the inspection will be discussed at the job site upon completion. A copy of the inspection report to the Recipient, will be provided to the Engineer, regional Division of Water Quality office and to other parties, if requested. Once a project has initiated operation, the CIG will perform a final inspection. The CIG will inspect the completed construction for deviations from the approved contract documents and seek certifications and documentation that all equipment and processes are functional, operational and achieving the purposes for which they were funded. The final inspection will assist in determining a reasonable date for administering loan repayments. The recipient is required to notify CG&L in writing of the date of initiation of operation. In no case will it be later than the State CIG determination that the recipient has beneficial use. The date shall be the start of the one-year performance period. Notification by the owner shall be submitted no later than thirty (30) days after the initiation of operation. |
