State and Tribal Assistance Grants (STAG)Each year in the Appropriations Bill, Congress identifies a number of "special needs" projects by name and dollar amount for funding as grants from EPA. The authority to award these special appropriation grants has been delegated to EPA's ten Regional Offices. These projects are often referred to as SPAPs (Special Appropriation Projects) or STAGs (State and Tribal Assistance Grants), which is the actual name of the grants in the appropriations bill. Through an agreement with EPA-Region 4, the Construction Grants and Loans Section has been delegated the authority to administer these grants in North Carolina. The STAG grants are generally limited to 55% of the eligible project cost. For wastewater related projects, the Clean Water State Revolving Fund (CWSRF) may be used as matching funds. These grants are governed by federal grant requirements, which in many cases, differ somewhat from the state requirements. If your unit of local government is fortunate enough to be included in the Appropriations Bill for one of these grants, we will attempt to contact you as early in the process as possible to make you aware of the specific program requirements in effect at that time. The Construction Grants and Loans Section will fully administer the wastewater related grants on behalf of EPA; however, we will only be involved in drinking water related projects during the construction phase. Drinking water projects will be administered by EPA-Region 4.
