General Outline for Preparing an Engineering Amendment

To modify an approved Engineering Report, prepare an engineering amendment according to outline below:

  1. Summary, Conclusion, Recommendation
    Summarize the problem and the solution. An engineering amendment is considered an engineering report; therefore, the front cover must be signed and sealed by an engineer licensed to practice in North Carolina.
  2. Project Description
    Provide a narrative that explains how the project has changed. An updated detailed cost estimate should be provided.
  3. Justification
    Provide an engineering justification for making the modification. Provide engineering calculations to support the proposed modifications. All areas affected by the change should be addressed in the calculations. If only one unit process is modified, then confirm the ability of the other units to handle the change.
  4. Cost Effectiveness
    Confirm if the proposed modification has any affect on the original cost-effective analysis. Provide support that the selected alternative continues to be the least cost alternative.
  5. User Fee Analysis
    Provide calculations showing how the typical residential user’s monthly bill for sewer will be affected. General obligation debt cannot be used to repay the loan. Significant cost increases will result in the requirement of an additional public hearing.
  6. Environmental Corridor
    Confirm if all work is within the original environmental corridor. An environmental assessment must be circulated for review if modifications are outside the original environmental corridor.
