4/1/08 - Effective 3/31/08 Interest rates for all loan programs have reset to 2.48%.

2/18/08 - Effective 7/1/07, HB 73 raises the threshold for formal bidding from $300,000 to $500,000.

2/18/08 - Effective 1/1/08 SB 1245 has modified the limits on retainage. Contract documents should incorporate these changes in the law.

12/11/07 - Effective 1/15/08, all sewer extension applications will need to include a flow tracking/acceptance form (FTSE-10/07)

10/8/07 - Effective 8/1/07 all ATC applications must be received on the new ATC application form found on the permits & engineering page

The Construction Grants & Loans Section is a non-regulatory section in the Division of Water Quality that administers several funding programs for publicly owned wastewater treatment facilities. Additionally the section issues all Authorizations to Construct for the division and administers the Tax Certification process.

The section administers three major funding programs that assist local governments, the federally funded Clean Water SRF Program (State Revolving Fund), the NC Clean Water Revolving Loan and Grant Program, and a federal special appropriations program known as the State and Tribal Assistance Grants (STAG) program. These programs can provide both low interest loan and grant funds for wastewater treatment projects.
